In compliance with instructions contained in Par 6 Circular No 10 dated Bureau RF and A Lands, Hd Qrs Asst Comr State of Va Richmond Va March 12th 1866. I have the honor respectfully to submit the following report.

During the month, I have been watching the proceedings in the Court of the Sub Dist, with reference to the criminal trials of Freedmen. With regard to the acceptance of colored evidence I do not perceive any material change.

Instances of brutal treatment by the whites towards the freedmen have been considerably on the increase. To such cases I have given special attention. A considerable difference exists between the decisions of the Magistrates, those who are favorable disposed towards
