preliminary examinations before Magistrates, and have found, with but few exceptions, that colored persons, whether appearing as complainants or defendants, have been treated with impartiality and fairness, and the law respecting the taking of their testimony carried out apparently in good faith.  In this connection to avoid being misunderstood I would observe, that there is a difference between taking testimony, and considering it as evidence, after it is taken.  Yet I am not now prepared to produce any instance that has come under my observation wherein in the trial or adjudication of the case either before single Magistrate or the County Court in which a colored person suffered serious injustice.  I cannot say that any instance has occurred in either of the four counties of my sub-district wherein a Justice of the Peace, Attorney
