Bureau R.F and A.L Office Superintendent Nottoway and Lunenburg Co Va Burkeville Va Nov 30th 1866 Bt Brig Gen O Brown A Asst Adjutant General In compliance with Circular No 10 Hd Qrs Asst Commis C.S 1866. i have the honor to Submit the following report for the sub dist in my charge In Lunenburg County, the Civil Authorities exhibit an indifference to taking cognizance of the Freedmen's Complaints very ingenious to them. Quite a number of colored people have been deprived of their hard earned wages or share of the crop. By this indisposition of the Magistrates to hear their complaints. While if a White man is the plaintiff and a Freedman the defendant, then these officials exhibit an earnest desire to try the case. Frequently arresting the Freedman without going through the form of summonsing him. And if not convenient to try the case just then, the Freedman is placed in confinement until the next day. I have always protested against such injustices, but so far without any effect whatever. The Magistrates of this Co. as a class are ignorant and prejudiced, and are by no means representatives of the better class of the community.
