In Nottvinay[?] County, the Magistrates are more disposed to perform their official duties than in Lunenburg. Frequently cases are reported in which the Magistrate has neglected to hear a Freedman's complaint but upon that official being requested to do so by the Asst. Lieutenant[?] they generally comply with the request so made.

In all preliminary examinations I have remarked[?] a slight prejudice towards the Freedmen hardly any weight being attached to his testimony, but when the case coming before the County [?] a fair and impartial trial is generally the result.

Owing to the numerous and trivial nature of the Freemen's Complaints, I consider the old Bureau Courts would be far more applicable for the trial of their cases.
