General: I have the honor to report in compliance with Circular No 10 (Par 6) dated B.R.F. & A.L. Hd Qrs Asst Commr State of Va. Richmond Va. March 12th 1866 - the result of restoring to civil authorities jurisdiction in criminal cases over persons with reference to the interests of the latter in my Sub Dist during the month of Novr 1866 - In Culpeper Co Va at the last term of County Court the following named colored persons were examined & gave bonds for their appearance next term - viz Henry Elkins charged with Burglary Melinda Page petit Larceny. Henry Vaughan cold was tried last term Circuit Court for Larceny & sentenced to (10) ten days imprisonment & (30) thirty "lashes". The case of Phil Johnson (cold) continued next term Circuit Court.
