Colonel:
In conformity with the provisions of Circular, No. 10, current series, Hd. Qrs., Asst. Comr., Va., I have the honor to report, that nothing had transpired in my sub-district, during the present month, to change the facts contained in my Report of July 31st, 1866, to which I again respectfully invite the attention of the Assistant Commissioner.
At the last term of the Circuit Court, and at the last term of the County Court, of this county, some fifteen or twenty freedmen were tried for various high crimes and misdemeanors, but they were ably defended by counsel, chiefly unpaid and voluntary, and the trials were fairly and legally conducted.
