In compliance with Paragraph 6. Circular No. 10. H'd. Qrs. Asst Comr B.R.F. and A.L. State of Va. of date March 12" 1866, I have the honor to report that but few cases of criminal nature - where Colored persons were parties - have been tried in the 6" District. Va. during the month of November inst. and that reasonable justice was accorded the criminals - so far as I am able to learn - in all cases.

There appears to be a disposition on the part of the County Magistrates to put off - rather than entertain a complaint, made by a freedman for wrongs committed against him by Whites. - and rather than apply to the County Magistrates for redress, they bear their grievances
