General:
In compliance with Circular No. 10. Bureau of Refugees Freedmen & Abd Lands Richmond Va dated March 12, 1866. I have the honor to report that two criminal cases (in which Freedmen were parties) has been tried by the civil courts of my Sub-District during the present month.  I was not notified of the arrest or trial in either case, and in one the Freedmen was not allowed either time or opportunity to notify me, he being arrested indicted and imprisoned one day, and tried the next. the criminal was found Guilty on purely circumstantial evidence and sentenced to Six months imprisonment in the County jail.

I am decidedly of the opinion that loyal whites, refugees, and Freedmen can not receive justice from the civil courts of my Sub-District as long as Rebels and Rebel sympathizers are allowed to act as jurors
