Sir,
I have the honor to report in compliance with Cir Order No.10 C.S for the month of November 1866, that the above order has been complied with. The civil court is a very slow and uncertain process for freedmen to collect their wages, and cases of this kind I know that have been put off from court to court in which way they are kept out of their money for an unreasonable length of time.
