Obedient to Par VI, Circular No 10. C.S Hd. Qts. Asst. Com. State of Va, I have the honor to submit the following Reports. 
No cases to which a colored person was a party, came up before the County Court of my Sub District this month. A Freedman, however, by name "John P. De Howe" through the interest of "Thos. H. Bernard" presiding justice was granted license to marry. This, at this particular juncture, there being no lack of regularly ordained ministers, I am inclined to regard as being slightly indiscreet, as it may operate to divest this rite of somewhat of its solemnity. It does not leaves as distinct a line of demarkation between the past system that has prevailed, and the present that should obtain.
There was, to my knowledge, but one colored person apprehended during the month, viz. "Mary Brown", who, it is alleged, having threatened the life of "Mary Chartan"- white - in default of $50.00 bonds to keep the peace for a year, was committed, by "Moses F. Greer" J.P. to Jail there to remain for "twelve months and a day", unless bailed.
I have previously stated, that I have never been cognizant of a white person being recognized to appear for indictment for an offense, no matter how grave, committed against a colored person; I will add, neither have I known of the latter succeeding in having
