General:
In conformity to the requirements of Circular No. 10 C.S. I have the honor to report that I could take no exceptions to the manner in which the Courts dealt with Freedmen charged with crimes this term. Though there was nothing of a very serious character on the docket.

There has been little change in the number of complaints of assault committed on Freedmen by Citizens & none, in the dispositions of such cases if a warrant is issued at all, so far as I can learn it ends with that; Some influences, either persuasion or threats, I am disposed to think is brot to bear upon the Cold people to prevent their prosecuting cases of the kind - at all events I have heard of no White man's being bound over to keep the peace, for assaulting a black person, which is the best evidence that it has not
