been done, in view of the fact that the Magistrates are apt to inform me how they protect the Freedmen when called upon to investigate cases in which they are concerned.
My custom has been to request the Magistrate in cases of this kind to give the Freedman a warrant, I direct him to notify me the day when the investigation will take place.
There it ends in nine cases out of ten the Freedman fails to notify me. I think that if a couple of these gentlemen were taken to Richmond by way of example, under Gen'l Grant's order, it will do much to rectify the evil, particularly if they are only put to a heavy expense by the operation & I sincerely hate the case specially reported this day, may be the first on the list. In all matters of Civil nature there has been little complaint, & I am disposed to think the Magistrates will deal fairly with the Colored people when questions of that character are rightly laid before them.
