In accordance with circular No 10 Hd Qrs Asst Com. Richmond Va March 12" 1866. I have the honor to report the following case of injustice towards Freedmen viz:-  1st. E Peck (Freed) vs W. Sibert (Wh)
It appears that Peck was employed by one Allen of Shenandoah Co. to superintend the loading of corn in the field, of which corn Sibert was to have one half. Peck complaining of unfainess in the loading of said corn. Sibert knocked him down and brutally maltreated him, The case was brought before the Grand Jury of Shenandoah Co on the 12" day of November 1866 and was returned to the court as "No Bill"- I was informed by the foreman of said jury, that the reason they found "No Bill" was, the negroe had no right to be impudent to a white man
