In compliance with Par 6,th of Circular Order No 10, Bu. R.F. and A.L. dated Hd Qrs. asst, Com'r , State of Va. Richmond, Va. March 12th 1866.  
I have the honor to report that the manner in which this order has been carried out with reference to the interest of the Colored People, is not, as favorable as my last Report, as there has been some instances where Freedman has been arrested and examined without there haveing the proper chance of notifying the agent of the Sub. Dist. of it, as is the case of (2) two Freedmen at [[?]],  Clark, Co. Va. by the name of James Thompson and James Laws, who are now held to await trial before the circuit Court for that County, for stealing and selling wheat said to belong to one James Bromby of said county, and they was not allowed to give
