VI Circular No 10 C.S. issued from Hd Qrs Asst. Comr Dept of the Potomac of date March 12, 1866, I have the honor to report that there has been but a few preliminary hearings of criminal cases of freedmen in this sub Dist. since my last report under the above named Circular October 31st and in the majority of these, and also those that have heretofore occurred; and in nearly all cases of litigation between white & black parties, there is an assumed impartiality by the civil authorities in their trials, but at the same time a visible incture of prejudice & partiality, which were that for the presence of the Asst. Supt. might be exercised to the detriment of justice. But
