I have the honor to transmit the following Monthly Report for the month of December 1866 in compliance with Cir No 10 Bureau R.F. & AL. HeadQuarters Asst Comr Va Richmond Va March 12th 1866. of the manner in which the Order restoring to the State authorities jurisdiction in the trial of Criminal Cases of Freedmen has resulted in the Sub Districts of Norsemond and Sale of Wright Counties Va. 

There have been several cases of Freedmen being tried for Criminal Offences during the month. Although there is a prejudice against the Freedmen they have been afforded a fair trial. My belief is however, that if there was not an Officer of the Bureau present that the Freedmen would not fare as well. 

There appears to be a great deal of stealing in the District, such as robbing smoke houses, and stealing hogs and fowls, and the Magistrates are determined to fund a stop to it. Freedmen are supposed to be the guilty parties, but my belief is, that there is as much stealing done by the poor whites as by the Freedmen.
