I have the honor to forward through your office to the Hd Quarters Asst. Comr. the following report in compliance with Circular No. 10. C. S.

There has been no Freedmen tried by the Civil Courts in this Sub-Dist. to my knowledge since my last report. The man who was sent from this County to the Richmond County jail for stealing and who has been suffering for the want of clothing and fuel to keep him warm, is to be released on bail the order from the Court has been given to the Sheriff, but he cannot get over the river to get him on account of the ice; authority be the Sheriff had the order long before there was ice in the river,
