General,
In obedience to instructions contained in Paragraph 6, Circular No. 10 Head Quars Asst. Commissioner B.A.F. and A.L. State of Va. of date March 12th 1866. I have the honor to report that no serious cases of a criminal nature (not already reported) to which Freedmen were made parties have occurred during the present month - so far as I am able to learn. A few cases of drunkenness, assault and battery were before the Mayor of Fredericksburg - in which cases no injustice was done the parties tried.
