In compliance with Par 6th. Circular No 10, Bu. R. F. and A. Lands, dated Hd Qts, Asst Com'r, State of Va, Richmond, Va, March 12th, 1866, I have the honor to report, that this order, has in all new cases, that has come up during the past month, been carried out as far as I have been able to learn, in good faith, except perhaps with regard to the rights and privileges of Bail, I think that I can safely say that the same privileges are not, extended to the Freedmen in this respect, that would be, and are, to a white man. I have attended several trials during the last month, wherein Freedmen have been interested, and in most if not all cases, where counsel for the Freedman made a motion for Bail, it has been overruled by the Court, thereby disallowing the privaleges, of the same.

But in (2) two cases, which I mentioned in my last Monthly Report, (namely [[Alfred]], Brown, & William, Dean, Freedmen) The courts do not, in my opinion feel disposed to do the fair thing by them, and I have thought proper to again bring the matter to you notice, for such action, as you
