It is to be deeply regretted that there are are to be found in almost every Magisterial district in the counties composing my field of operation, Magistrates who cannot be entrusted with the trial or adjudication of cases in which freedmen are interested.  These same men openly profess to make no distinction on account of race or color, but in the manner in which they consider the testimony &c of colored persons, betray clearly that they do not give it that credit which it is entitled to, justly and in this way inflict upon the freedmen serious injustice.  I am gratified to be able to say that there are in each district Magistrates who independent of personal prejudices or public sentiment, who are earnest and conscientious in their endeavors to deal justly with all, and to whose
