Detailed Report of the manner in which the order contained in Circular No. 10 C.S. Asst. Comrs Office. Va by restoring to the State authorities jurisdiction in criminal cases over colored persons has resulted. Reported by Luiet J.B. Clinton Asst. Supt Sub-District of Amelia and Powhatan Counties, State of Va. for the month ending December 31st 1866.

I have the honor to report, that in my Sub District, during the month above written there has been but one case come under my knowledge in which a colored person was a party in which the evidence of colored persons was taken, and that was at the session of the county court of Amelia County, in which was arraigned one Abraham Quails (Freedman) charged with felony specification. In this that he did about 10 O'clock in the night of the 8th day of December 1866, feloniously and burglariously enter the store and house of one James L. Scott, and take, steal, and carry away, about 20 lbs coffee, 20 lbs sugar, and between fifty and a hundred dollars worth of other goods & chattels, the property of said Scott. Findings of the Court, not guilty, and prisoner acquitted.
