In compliance with Circular No 10. Bureau R.F & A.L. Series 1866. I have the honor to report that the restoration to the civil authorities of jurisdiction in criminal cases of colored persons has resulted beneficially to the interests of the colored people. By bringing them before the acknowledged authorities it has had a tendency to break up this deep Seated prejudice against Color and force them to acknowledge the rights of the black man. - In the cities and county colored witnesses are admitted to testify the Same as white and the colored men are defended usually by as good councel as the whites but in cases where it is left to discretionary
