In compliance with Par VI Circular No 10. from Head Quarters, Asst Com'r B.R.F. & A.L. State of Va, dated Richmond, Va. March 12th 1866, I have the honor to submit, the following "Report" showing the result of the operation of the "Order" restoring to the "Civil Courts" jurisdiction, over colored persons, in my sub district and for the present month.

I am not able to report any instance in which serious or marked injustice, has resulted to a colored person by reason of any refusal or neglect
