I have no complaints to record, this month, of assault on freedmen, out side of the City.

It would be doing the Mayor, injustice perhaps to say, that this condition of affairs is attributable to the fact of their being troops stationed here. Lynchburgh, is such a Rebel town, & the treatment of the freedmen in this particular, is so different from what I have been accustomed to witness, that, notwithstanding Mayor Branch, has every appearance of being an honest impartial man, it is questionable in my mind whether or not his judicial decisions are not influenced in a degree by the fact of this being a military post.
