It is now over three weeks and May has not been arrested. I would state that excuses are often made that they cannot find witnesses in the case and that I have taken particular pains to give the magistrate names of witnesses, and that I would furnish them when wanted if he would notify me when May was arrested. I would further state that the old man was a shocking sight, his face was all swollen and bruised, and his hands cut and swollen to almost twice their size, he had also at least one finger broken. I was compelled to send him to a surgeon to have his finger set and taken care of. I also had to provide meal for him to maintain himself as he could not do any thing for at least a month for himself. This is only one of many cases and no disposition shown by the civil authorities to put a stop to it.
 
I attended the court on the first Monday of the month, and while at the Court House I visited the jail, and found there among others London Brockett (Colored) who was confined there on the charge of stealing a horse, the property of Mrs Hill (since become Mrs Harris) and on complaint of Mr Harris.

Brockett made the following statements, sometime in the early part of November 1863, he hired a Horse of Mrs Hill, (and had done so [[strikethrough]] several times [[/strikethrough]]
