In obedience to Par VI Circular No 10 Series of '66, Hd. Qrs. Asst. Comr. Supt. of the Potomac of date March 12, 1866, I have the honor to report that there have been no criminal cases of Freedmen before the Civil courts of this Sub District during the past month. The civil cases warrant trials and the like, in which freedmen have been engaged as one party, though they are few, have generally netted in approximate justice, yet at the same time the civil authorities are backward in persecuting denials of Freedmen against whites, but they are prempt, however, when the case is "[[?]] [[?]]"
Their denials are often "put off" on some pretense or other. At other times Freedmen are persuaded
