To Monthly report under Circular No. 10 series of '66, Hd. Qr. Asst Comr Dept of the Potomac, for the month ending Jan 31, and pertaining to the Sub Dist of Brunswick & Greenwell Cos. Va.

I am making a report of the following case of neglect and not only neglect but evasion of a Justice of the Peace in Brunswick Co. by a failing to give proper attention to a complaint of a freedman, I have the honor to state that the complaint was one of "assault & battery" against two (2) white men, who had made an unprovoked assault upon the freedmen and his wife.

Tork Rivis, colored, made complaint at this office that one Clinton Harrison and William Gray (two white men) had made an assault upon himself & his wife, when they were upon their own premises & near their own house, unprovoked, beating them with clubs & stones, Tork had marks of blood upon is person. I immediately referred him with a full statement of his complaint to Stephen Tillman Esq. Justice Peace, who resides in the neighborhood of all the parties, requesting him to adjudicate the matter & bind the offending parties to keep the peace; but
