In compliance with Cir No 10 Hd  Qrs Asst Commr State of Va C.S. 1866 I have the honor to submit the following report for this Sub-District during the month of Jan'y 1867.

The trials of Freedmen before the Circuit and County Courts, of these counties, are generally carried on with a certain degree of fairness, though should the prisoner be found guilty of the charge, he need not expect any allowances or recommendations to mercy from the courts or juries. They invariably punish him to the full extent of the law.

The Whipping Post is now in use in these Co's as a punishment for petty larceny. A freedman was tied and whipped for the above offence at last Co. Court of Lunenburg Co. I cannot say whether this mode of punishment will be enforced alike on Whites & Blacks. As none of the former class have as yet been found guilty
