In compliance with Paragraph 6, Circular No 10 Bureau of Refugees, Freedmen and Abandoned Lands, Head Quars Asst Commissioner, State of Virginia Richmond Va, March 12th 1866, I have the honor to report that all cases of a criminal nature to which colored persons were parties - tried during the month of January inst. and which came under my personal observation were treated fairly, both as to the introduction of witnesses and judgement rendered.
I have for the Past few months generally attended all criminal cases (of Colored parties) that have been tried before the Mayor of Fredericksburg, as well as those that came before the
