General,
In compliance with Circular No 10 Bureau of R.F and A.L Richmond Va dated March 12, 1866, I have the honor to report that no cases of a criminal nature (wherein colored persons were parties) have been tried by the Civil courts in the Sub Dist of Stafford & King Geo during the month.
A few cases of disorderly conduct have been tried by the Mayor of Fredericksburg, in all of which, I think, the Freedmen were treated with impartiality and fairness, and the law respecting their testimony carried out in good faith
