132 Office of Asst. Supt. B.R.F. & A.L. Sub-Dist. of Essex, King & Queen & Middlesex Co's. Tappahannock, Essex Co. Va. Jan. 31, 1867. Bvt. Brig. Genl. O. Brown, A.A.A.G. Bureau R.F. & A.L. General; I have the honor to forward the following report in compliance with Circular No. 10. dated Hd. Qrs. Asst. Com'r. Va. March 12, 1866. There has been no Freedmen tried by the civil authorities since my last report in Essex County. I have no horse and could not attend Court in King & Queen & Middlesex Co's.
