In compliance with Circular No 10. Series 1866. I have the honor to report that against attorneys, juries, or magistrates within the County of Norfolk & Cities of Norfolk & Portsmouth there has been no complaint of justice being refused or neglecting to hear a complaint or oath or sworn information whereby a trial or prosecution might be preventing through impartiality or prejudice.

The result of the restoration to the Civil authorities of jurisdiction in criminal cases over colored persons has resulted in the admission of colored testimony and seeming impartiality and fairness in the trials but, whether the minds of the Magistrates
