or jury are so unbiased as to decide with strict justice is very doubtful when ever the law leaves it discretionary with the jury or Magistrates to punish or not it is generally inflicted upon the colored man, to the full extend of the law while the white man escapes.
No cases of impartiality or unfairness has been reported this month.
