I have the honor to make the following Monthly Report for the month of February 1867 in Compliance with the Cir. No. 10 Bureau R.F. & AL. HeadQuarters Asst. Comr. Va, Richmond Va, March 12th 1866. of the manner in which the Order restoring to the State Authorities jurisdiction in the trial of Criminal Cases of Freedmen, has resulted in the Sub District of Norsemond and Isle of Bright Counties Va.

The White people as a general thing in this Sub District, are still of the impression that a Colored man is not as well qualified to tell the truth as a White man is, and that where two persons, one White and the other black, are brought together before a Magistrate and put on their oath, the general belief is that the Colored man cannot tell the truth, unless the White man should be a man of no character whatever.

There have been no cases of imposition on the Freedmen to my knowledge during the month, but there still exists a prejudice against the Freedmen
