In obedience to par. VI Circular No. 10 Series of 1866 Hd. Qrs. Asst. Comr. Dept of the Potomac, I have the honor to report that there have been no civil or criminal cases of Freedmen before the Civil authorities of this Sub Dist within the past month wherein great injustice has been done; yet in all causes of Freedman against whites there is a visible partiality if not open injustice. I do not think the present officers of the Civil law, being principally those the were most prominent in their efforts to over throw the government, and whose hands are yet stained with the blood of loyal thousands slain in our Country's cause will ever give the Freedmen, and especially loyal whites, impartial & open - handed justice.
