In compliance with Circular No 10. "10". Hd. Qrs Asst Commissioner State of Va. I have the honor to submit the following reports.
The action of the Courts and Magistrates of this County toward the Freedmen is such as to illicit no complaints. In fact, for some time past, and particularly during the months now ending, it is conceded by all that so little crime or misdemeanors on the part of the Colored people of this County, was never before known. The County Courts held its monthly session here on Monday last and had but one case of a Col'd person before it, which was a woman charged with Arson. The evidence against her being so very strong, though principally circumstantial, she was sent on for trial. One man (Freedman) was arrested on the same day the Court was
