to a colored person by improperly neglecting a complaint or declining to receive an oath or reserve information whereby a trial or prosecution might have been prevented through partiality or prejudice.
I have endorsed as far as it lay in my power to prevent certain Magistrates from trying or adjudicating cases in which colored persons appeared as parties and by reason of this fact, I am unable to report any cases of injustice or oppression, at the same time it cannot be conceded that the statements of a colored party are not received with the same favor that those are coming from the white man. 
I am still of the opinion that the suspension of the operations of the Freedmens Courts was on unfortunate movement so far as the colored man's interests are concerned.
