General -
I have the honor to report in obedience with Par. 6 Circular No. 10 Hd. Qrs. Asst Com'r State of Va. that there were two cases which had a hearing before the civil courts, in which colored men were a party in this subdistrict - the present month. The first that of Henry Johnson a colored boy of 17, charged with rape upon a white girl of this (Mathews) Co. the evidence was very strong against the boy and he is now detained in jail for final trial at the next term of the Superior Court. 

The second case was that of two white men and a colored man who were arrested for oystering upon private waters. The
