In accordance with Paragraph 6, Circular No 10 Bureau R.F. & A. Lands Head Quarters Asst. Com. State of Virginia dated Richmond Va. March 12th 1866, I have the honor to make the following Report as to how the transfer of criminal cases in which colored persons are concerned from the Freedmans Bureau to the civil authorities has affected the interests of the Freedmen in the Counties of Rockbridge Bath and Alleghany.

Not having been in said counties previous to the transfer in question I cannot speak comparatively and so will have to confine myself to the bare statement of how justice is now administered with regard to the Freedpeople.

In the higher courts I see no reason for complaint, as their proceedings are conducted with impartial integrity.
