Reports in compliance with Circular No 10 series 1866 that he attended all courts of Bedford and Botetourt Cos. during month of February 67 States no colored persons were arraigned before the Court of Botetourt, Co. and but [[strikethrough] 5 [[/strikethrough]] three at Bedfore, Court. two of these cases have not been disposed of yet. The 3d. was for theft two witnesses testified on that he saw "Bell" Col'd the accused going from the corn bin with 3 ears f corn the other stated an armful. he (Bell) was sentenced to confinement in Jail for 30 days & to receive 15 lashes on his bare back
