Gen'l B.R.F. & A.L. &c Richmond City Va General: I have the honor in compliance with Circular No 10, dated Head Qur's. Ass't. Com'r. State of Va. March 12th 1866, to make the following report: There has been no trials in which Freedmen were interested, that I have been able to attend, but perfect satisfaction was expressed at the result by both parties There has been several trials before single Magistrates elsewhere in my Sub - Dist but I have been unable to attend to them for want of a horse.
