Reports Isaac Royal colored being arrested by two citizens without any authority and committed to jail by Mr Royal, a Magistrate of that Co. on a charge of Petty Larceny, upon the statement of one Emoughty, without any sworn evidence being given. Upon the Court convening Feby 7, it was found that commitment was irregular, & he could not then be tried, but should be remanded to jail until the papers could be properly made over, to await his trial at the next term of the County Court, thus causing an unjust imprisonment. States that cases of this description are continually occurring
