I have the honor to report that on Feb 22d 1867. a party named McKangen from Mecklenburg Co, Va, came to the house of a Freedman named "Wash Brown" in Lunenburg County Va and without any authority whatever forcibly took therefrom a Horse the private property of said Brown. McKargen giving as his reasons, that the animal was taken from him by Gen Sheridans forces in March 1865. Though the Freedman bought the Horse from a man named Rayney and had a bill of sale for the same. He complained to this office of the injustice done him, and I referred the case to a Mr Harris Magistrate of Lunenburg Co, with a written request for him to take cognizance of it, He declined to do so, giving as his reasons therefor that "he had'nt time to attend to damned niggers business", "he was too buisy with his crop", The Freedman has lost his horse, and his prospects for a crop are ruined. Such is Lunenburg justice,
