In compliance with Cir. No. 10, Hd Qrs Asst Comsr. State of Va. C. L. 1866. I have the honor to submit the following Report for this Sub District for the Month ending Feb 28' 1867.

The Civil Authorities in cases in which the Freedmen are the complainants are not disposed to perform their duties as Magistrates. If they can possibly evade them, Whether this indisposition and neglect is giving to their dread of public feeling which would be against them, should they attempt to perform their duties impartially or whether it is caused by their own personal prejudice against the Freedmen. I am not prepared to State. However the result is that a Freedman's case will not be tried with that degree of impartiality and respect for for Law and Equity, which would be exhibited in a similar case were a White man the party.

The Majority of the Magistrates attach no importance to Freedman's complaints, unless when
