the duty of the Magistrate to apprehend the Offender, and place him under bonds to answer an indictment of the Grand Jury. This they decidedly refuse to do, some stating as their reasons that it is not the proper construction of the law, and others that it is not necessary as the offenders are men of property. In order to afford the Asst Comiss. an idea of the number of Assault & Battery cases which have been brought to my notice, during the past two months I forward accompaning this Revolt a list of cases of this description, which the Freedmen have complained of to this Office. 
These cases the Asst Suprdt proposes to bring to the attention of the Grand Jury at their next April sitting. 
As the Magistrate do not consider it their duty to do so, and the parties (Freedmen) being ignorant of the proper manner in which to report it.
The search for Public Arms, by the Civil Authorities has been conducted in a very unfair manner, hourly all of the Freedmen have been disarmed and but very few if the Whites. I have remonstrated with the Officials against these, and numerous other serious injustices done the Freedmen, but have been met with insults and threats and I consider it useless to remonstrate any further
