General,
I have the honor to report pursuant to Cir. No 10. Par. VI. Series of 1866, that there has been as usual, almost no litigation between whites and blacks during the past month.

This is hard to explain, but I believe that the freedpeople endure much without complaint, there being no encouragement to hope for redress.

Of the many cases of wrong division of crops, of unfair wages, (of which latter there are very many in the city of Williamsburg) there has been no report made to this office of any action taken upon them.

The teachers in & about Wms.burg state that complaint on the part of freedpeople is constant. Capt Brooks has mentioned the same difficulties; but not to my knowledge has one of the many wrongs done to freedmen last Fall, as to wages
