Remington Supt 1st District Va Norfolk Va Major I have the honor to transmit the following Monthly Report for the month of March 1867. in compliance with Circular No. 10 . Bureau R.F. & A.L. Head Qrs Asst. Comr. Va Richmond Va March 12th 1867, of the manner in which the order restoring to the State authorities jurisdiction in the trial of Criminal Cases of Freedmen, has resulted in the Sub District of Nansemond and Isle of Wight Counties Va. I cannot as yet see any change in the opinion of the larger part of the Whites as regards their belief in the statements and evidence of a colored man. They still believe that a white man's statement is better than a colored man's oath, and their evidence is only received in the Courts with a very small degree of faith, except all the parties may be colored. There has been no particular case to my knowledge during the month where injustice has been done to the Freedman. The Magistrates
