of this Sub District are not in general composed of a very intelligent class of men, and are prejudiced against the Freedmen. In some cases they have talked with some of the Freedmen in reference to the Act of Congress granting the Freedmen the right of suffrage, and tried to urge upon them the necessity of voting so as to favor the South, but I think their entreaties for support from the Freedmen will not amount to much, for they well know who are their friends.
