I have the honor to report that there has been a marked change for the better in the action of the courts of this sub-district towards the freedmen. I have also experienced more courteous treatment than heretofore. At the Prince Geo. Court, a nolle prosequi, was entered in the case of two negroes charged with some trifling offence, one for stealing a rail road spike (value about 5 cts) had been in jail some time — One negro was fined $25. for assaulting a man with a knife, he was shot through the leg in the attempt, the only evidence was that of the man assaulted. Another was sent to jail six months for stealing three
