In compliance with Cir. No. 10 Series 1866. I have the honor to report that so far as I can learn, no injustice has been done the Freedmen in trials held before the Civil Authorities of this Sub. Dist. Having taken charge of this Sub. District on 25th inst my short experience of the workings of its civil government prevents me from making a full & general report of its legal treatment of the Freedmen.
